Rosie Mae Payne was born May 18, 1934 to Lillian (Lydia) Gallion and Francis Gallion in Houston, Texas. Rosie went by the name Rosa. Rosa was raised by her Aunt Beaulah Hebert, whom she knew as “Mother“ following the death of her biological mother when she was only two years old.
She was a caretaker; this was cultivated in her love for family, church, and gardening. Her appreciation for life was affirmed by the compassion with which she lived it. Among her many gifts was her beautiful voice which she humbly shared with her love ones –a blessing to all who received it.
Rosa had eight children. Four children preceded her in death. They are Philip T. Payne Sr., Rhonda Lynn Parson, Carla Newborn and Carl Washam. She is survived by her loving husband Philip T. Payne Sr. and four children: Debra Shirley, Leslie Watson, Alan C. Washam and Susan Rockett Carter, as well as a host of other relatives and friends morning her passing. A common thread among her offspring is an intense capacity for love, devotion to family and a sense of unanimity. This starts with Rosa, ever benevolent, ever bestowing and forever in our hearts.
